when do you actually have to use phonetics vs just saying the letter normally

ok so i just got my technician license a few weeks ago and ive been listening to a lot of QSOs on the local repeater trying to figure out how people actually talk on air. i noticed some people spell things out with like alpha bravo charlie and stuff but other times people just say the letter normally. is there like a rule for when you're supposed to use the NATO phonetics vs just saying it? i feel like i'd sound weird or pretentious just going around saying foxtrot and november all the time when i could just say the letter F or N or whatever. also i saw somewhere that not everyone uses the same phonetics? like sometimes people say something different for a letter and im not sure if thats wrong or just an older way of doing it
