what exactly counts as a violation with part 97? confused about a few things

so ive been licensed for about 8 months now (general class) and i was reading through part 97 trying to make sure im doing everything right and honestly some of it is confusing me more than it's helping. like the stuff about third party traffic and what you can and cant say, and then theres the whole thing about business communications being prohibited but i see people on repeaters talking about meeting up to go do stuff together all the time and im not sure where the line is

also read something about station identification requirements and it says every 10 minutes during a contact and at the end but does that mean if im just listening i have to id? or only when i actually transmit? my elmer kind of glossed over a lot of this when i was studying for the exam

i guess my main question is how strict is the fcc actually about this stuff in practice and how do i know if im doing something wrong before i get in trouble for it

the id thing is only when you transmit, not when youre just listening. you dont even have to id at all if you never key up. the 10 minute rule applies during a qso and then once more at the end. so if you have a 45 minute ragchew you'd id roughly every 10 mins during it and then once more when you sign off. pretty straightforward once it clicks.

the business comms thing trips a lot of new hams up. basically you cant use the radio to conduct or facilitate actual business transactions or to do stuff that would normally cost money if you did it through normal channels. two hams deciding to meet for coffee isnt a violation even if they're both operators at the same club or whatever. where it gets gray is like if you own a business and you're using the radio to coordinate employees or take orders or something like that. thats when you're in trouble.

as for how strict the fcc is... honestly they dont have a ton of enforcement resources and most stuff gets handled through complaints from other hams first. that doesnt mean you should push it but casual mistakes arent gonna land you in federal court. just try to operate in the spirit of the rules and you'll be fine.

yeah what he said about the id rules is right. one thing i'll add is that the arrl has a pretty readable breakdown of part 97 on their website, way easier than reading the actual CFR text which is kind of dense. helped me a lot when i was studying for my upgrade to extra.

the third party traffic stuff is its own rabbit hole honestly, especially if you ever want to pass messages to someone in another country because not every country has a third party agreement with the US. probably not something you need to worry about right away but worth knowing exists
