confused about what i can and cant transmit on as a tech — Part 97 stuff

ok so i just passed my technician exam last month and ive been reading through Part 97 trying to figure out exactly what privileges i have and honestly its kind of a mess to read through. like i understand i have certain HF privileges but i cant figure out if i can actually have a conversation on 10 meters or just CW. and then theres all this stuff about third party traffic and i dont even know when that applies to me. does that mean i cant let my friend who isnt licensed talk on my radio at all or is that something different? i asked someone at my local club and they kind of gave me a vague answer and i dont think they were totally sure either. just trying to understand what i can actually do without accidentally breaking a rule

so the 10 meter thing — as a tech you do get phone privileges on 10m, specifically 28.300 to 28.500 MHz. its not just CW. a lot of people dont realize that. you also have some other small HF slices but 10m is the big one where you can actually ragchew if the band is open.

the third party traffic thing is a whole other can of worms. basically your friend can talk on your radio if you're present and in control of the station, thats called a third party and its generally fine for domestic contacts. where it gets complicated is international — there's a list of countries that have third party agreements with the US and if the country isnt on that list you're technically not supposed to pass third party traffic to them. so like if you wanted your unlicensed friend to talk to someone in another country you'd have to check the list first. for just talking to another US ham its basically fine as long as you're there supervising and you ID properly

yeah the actual text of Part 97 reads like its written by lawyers for lawyers lol. one thing i'd add is dont stress too much about memorizing every little rule at first — the ARRL has a summary of tech privileges that's way more readable than the actual CFR text. just google arrl technician privileges and you'll find a chart. also if you ever genuinely aren't sure about something before transmitting, just dont do it until you look it up. thats honestly the safest approach and nobody's gonna come after you for being cautious
