when do you actually use phonetics vs just saying the letter normally

so ive been licensed for about 4 months now and i mostly do 2m FM on the local repeater and some HF on 40m when conditions are decent. i know the NATO phonetics, like alpha bravo charlie etc, i had to learn them for my tech exam anyway. but i notice some guys on the repeater just say letters normally and other times people go full phonetic for everything and im not really sure when youre supposed to do which one

like if someone asks me to say my callsign again do i spell it out phonetically every single time or is that overkill in a normal conversation. and on HF it seems like everyone always uses phonetics but even then i hear people mixing in random words that arent the NATO ones, someone said "whiskey" for W which i think is correct but then another guy said "washington" which i dont think is right? or is it? im just confused about whether theres a hard rule or if its more of a feel thing

sorry if this is a dumb question just trying to figure out the norms

not a dumb question at all, this trips up a lot of newer folks. the short version is there's no law that says you have to use NATO phonetics specifically, the FCC just says you should use a phonetic alphabet when spelling things out, it doesnt mandate which one. but NATO is the standard everyone expects so sticking to it avoids confusion especially on HF or any kind of weak signal work.

on a local repeater doing a casual ragchew, yeah most people dont bother phoneting every letter of their callsign every single time they talk. youll say it phonetically when you first ID or if someone asks you to repeat, but mid conversation when everyone already knows who you are its pretty normal to just say the letters. on HF especially DX or contest stuff you pretty much always go full phonetics because conditions can be rough and one wrong letter in a callsign is a busted contact.

the washington vs whiskey thing — whiskey is correct NATO, washington is one of those old ARRL phonetics from decades ago. youll still hear older hams using those, things like new york for N or sugar for S. it works fine but if youre talking to someone overseas or in a pile-up the NATO ones are way less likely to cause a misunderstanding

yeah what he said basically. i'll add that i personally use phonetics any time theres even a little qsb or noise, like i dont wait until its a problem i just default to it. saves having to repeat yourself. on the local repeater i barely bother unless its a new person i havent talked to or the audio sounds weird that day

the mixed phonetics thing drives me a little crazy honestly, not because its wrong exactly but when youre in a pile-up trying to work a rare one and someones throwing out "sugar papa easy" you just kinda want everyone on the same page lol. stick to NATO and youre fine anywhere in the world
