when do you actually have to use phonetics vs just saying letters normally

so i've been licensed about 4 months and i notice some guys on my local repeater just say their callsign normally and some spell it out with phonetics every single time. like one guy always goes "whiskey five tango romeo" or whatever and another just rattles it off like a regular word. is there a rule about this or is it just preference? i feel kinda dumb asking but i dont want to be doing it wrong when i finally get on HF. also does it matter if you use the nato ones vs just making up your own like saying apple instead of alpha or whatever
