when do you actually use phonetics vs just saying the letter

so ive been on the air for about 6 months now and i still cant quite figure out when youre supposed to use the NATO phonetics versus just saying the letter normally. like on repeaters most people just say their callsign normally but then on HF everyone seems to go full phonetic every time. is there like an actual rule or is it just a feel thing
also sometimes i hear people using non-standard phonetics, like i heard a guy say "America" instead of Alpha the other day and i wasnt sure if that was acceptable or if he just didnt know the right ones. im still learning so maybe im missing something obvious here
