confused about what i can and cant do on HF as a general class

so i passed my general exam about 3 weeks ago and ive been trying to figure out exactly what frequencies i can use and it's honestly more confusing than i expected. like i understand theres the technician portions and general portions and extra portions of each band but the way part 97 is written is kind of hard to parse if youre not used to reading legal documents.

my main confusion right now is around the 40 meter band. i keep seeing people say generals can use phone starting at 7.175 but then i also read somewhere that there were changes and im not sure if that info was from before or after the 2012 refarming thing. also does the 60 meter band work differently because someone at my local club said something about only being able to use specific channels and needing to use upper sideband which i didnt know was a rule anywhere.

is there like a plain english version of part 97 somewhere that gets updated when rules change? the arrl band plan chart helps a little but it also has recommended vs allocated stuff mixed together and that trips me up too.

yeah 60 meters is its own weird thing, you're right to be confused by it. it's channelized, meaning you dont just pick a frequency, you operate on specific channel center frequencies and the rules say you have to use upper sideband voice or certain digital modes or CW. the power limit is also different, something like 100 watts ERP rather than PEP so thats another gotcha. honestly most people just avoid 60 meters until they really understand what's going on there.

for 40 meters your club contact was close, generals get phone privileges starting at 7.175 MHz up to 7.300, that part hasn't changed since the refarming. the ARRL website has a frequency allocation chart that's pretty reliable and they do update it when the FCC makes changes. the one thing i'd say is don't mix up the ARRL band plan recommendations with actual FCC allocations, the band plan has gentlemens agreements about where to put certain modes and the FCC rules are what you're legally required to follow. you wont get in trouble for operating phone where the band plan suggests cw if your license class allows it, but you might get some grumpy people on the air.

i went through the exact same thing when i upgraded, the part 97 document itself is kind of brutal to read through. what helped me was finding the arrl's summary chart and just printing it out and keeping it near the radio for the first few months. also the Gordon West study materials have a decent plain english breakdown even if theyre aimed at exam prep.

one thing that tripped me up too was understanding that the frequency privileges in part 97 are the outer limits but there's a whole other layer of like unofficial band plans and regional agreements on top of that. so you might technically be allowed somewhere but there's a net running there or its a calling frequency and people will let you know lol
