E1: Commission's Rules – Ham Radio Extra Class License Study Guide

Subelement E1 is the largest regulatory section of the Amateur Extra exam, covering FCC rules that govern frequency privileges, station operating restrictions, remote and automatic control, space station operations, the Volunteer Examiner program, and miscellaneous licensing rules.

Extra class operators must know not only their expanded frequency privileges but also the precise technical and procedural rules that come with them — including band edge calculations, power limits on LF bands, operating agreements with other countries, and the detailed requirements for running or participating in license examination sessions.

Key point: E1 covers six distinct rule areas. Band edge math for SSB and USB signals, the difference between IARP and CEPT international agreements, and the specific duties of Volunteer Examiners are all high-priority topics for the Extra class exam.

E1A: Frequency Privileges and Band Limits

E1A focuses on the technical boundaries of frequency privileges. Key concepts include calculating whether a USB or LSB signal's sidebands remain within a band segment, power limits for the 2200-meter band (1 watt EIRP) and 630-meter band (5 watts EIRP), 60-meter CW operating (at the channel center frequency), accountability in automatic message forwarding systems, and operating requirements for amateur stations aboard ships and aircraft.

E1B: Station Restrictions and Special Operations

E1B covers the definition of spurious emissions, acceptable bandwidths for digital voice and slow-scan TV on HF (3 kHz maximum), the requirement to protect FCC monitoring facilities within 1 mile, RACES operations, the National Radio Quiet Zone surrounding the National Radio Astronomy Observatory, FAA notification requirements for antennas near airports, and PRB-1 — the federal policy requiring state and local zoning to make reasonable accommodations for amateur radio antennas.

E1C: Automatic and Remote Control

E1C addresses automatic and remote control rules, including the 3-minute maximum transmission limit if a remote control link fails, the maximum modulation index for angle modulation below 29 MHz (1.0), spurious emission limits below 30 MHz (−43 dB), 60-meter data bandwidth (2.8 kHz), rules for communicating with foreign countries (personal remarks only), the 30-day UTC notification wait for 2200/630-meter operation, and the two international operating agreements — IARP for the Americas and CEPT for Europe.

E1D: Space and Telecommand Stations

E1D covers amateur space operations: the definitions of telemetry and telecommand, which stations may transmit encrypted communications (only space telecommand stations), the HF and VHF/UHF bands authorized for space stations, identification requirements for balloon-borne telemetry transmitters, posting requirements at telecommand stations, the 1-watt power limit for model craft telecommand, eligibility for Earth station and telecommand station designations, and which stations may transmit one-way communications.

E1E: Volunteer Examiner Program

E1E covers the structure and rules of the Volunteer Examiner system: what VECs are and how they relate to VEs, the accreditation process, what expenses VEs may be reimbursed for, conduct during an exam session, what to do when a candidate fails or passes, prohibitions on examining relatives, and the penalty for fraudulent certification (revocation of station license and suspension of operator license).

E1F: Miscellaneous Rules

E1F covers spread spectrum frequency authorization (above 222 MHz only), privileges for Canadian amateur licensees in the US (Canadian license terms, not exceeding Extra class), rules for selling or using external RF power amplifiers without FCC certification, the geographic "Line A" boundary near the US-Canada border and the 420–430 MHz restriction north of it, when the FCC may issue a Special Temporary Authority, prohibitions on business communications and encrypted mesh transmissions, the auxiliary station control operator requirement, and the FCC certification standards for external power amplifiers.
